Subcontracts Manager / Administrator Contracts
The person is seen as a functional expert and will be responsible for the procurement of medium to high dollar, complex assemblies and critical commodities.

JOB Function:

  • Responsibilities include the development, implementation and maintenance of all contract and subcontract policies and procedures, systems and controls and meeting the company objectives while maintaining compliance with government procurement regulations. There will be a strong preference for professional experience in purchasing and contracts management with such products as aircraft monitoring systems, field communications systems, or training systems just to name a few.
  • Review major subcontracts and contracts for compliance with policies, procedures, regulations and prime contracts. Ensure all proposal plans are supported with required subcontract / material estimates in a timely and accurate manner.
  • Plan, execute and manage subcontracts for a variety of mid to high dollar, complex commodities and contracts involving major systems in support of principal product lines. Identify and support continuous improvement initiatives.
  • Lead multi-facet negotiations with key suppliers. Ensure proper investigations and surveys accomplished to confirm qualifications of potential subcontractors.       
  • Structure contracts and obtain proper authorities, required approvals, including Government consent, as applicable.
  • Analyze adequacy of current policies and recommends improvements or modifications. Administer all matters related to the subcontract through its life including the proper closeout.
  • Anticipate, plan and implement actions necessary to ensure product quality, cost/budgets, schedule, technical and contractual performance. Support customer program reviews, configuration change board, and marketing activities as required.
  • Develop and lead material cost reduction activities, including re-sourcing activities as necessary. Develop basis of estimates for direct subcontract administration support for all new proposal activities.
  • Generate monthly variance reports, to program offices, as required, to explain variances to planned budget. Conduct  Subcontract / Contracts Pre-Award and Post -Award management of assigned subcontracts for both production and engineering programs.
  • Generate Request for contracts proposals, perform fact finding, cost/price analysis, negotiate contract price/terms, and develop Long Term Agreements as required.

The person is seen as a functional expert and will be responsible for the procurement of medium to high dollar, complex assemblies and critical commodities.

Candidate Requirements:

  • Bachelors Degree in Supply Chain Management preferred or related field with 7 plus years of Procurement Supplier management experience or combination of equivalent education, training and experience in a manufacturing or production control or defense environment preferred.
  • Prior experience as Senior Contracts Administrator, Subcontracts Administrator and other senior roles in contracts administration is a huge plus.
  • Working knowledge of the FAR, OAR, ITAR, UCC and INCO terms and other regulations pertaining to subcontracts is required.
  • Ability to interface effectively with customers (internal & external), subcontractors, and government personnel.
  • Proven organizational and leadership experience.
  • Must be proficient in MS software specifically Word, Outlook, Excel and PowerPoint. SAP experience desirable.
  • Ability to analyze data and stay focus on attention to details.
  • Proven effective communication skills (both oral and written) and time management skills required.
  • FFP and Cost Reimbursable type subcontracts experience preferred.
  • Ability to work with minimum supervision as part of a high performance goal oriented
